They were found around of Lake Ginninderra between Joynton Smith Drive and Ginninderra Drive.
Police say they found items to make them at his home after searching it.
He was arrested at a unit in Gungahlin.
He has been charged with unauthorised manufacture of a prohibited dangerous substance, possessing a prohibited weapon and theft.
The man will face the ACT Magistrates Court on Monday.
